| Summary report on the General Assembly meeting
which was held in Brussels on March 7, 2007
Representatives from the national member associations of EUROMETREC – a daughter association of the world organisation BIR for Non-Ferrous metals recycling in the EU – met in Brussels on March 7, 2007 for their annual General Assembly.
The Assembly which was chaired by EUROMETREC President Björn Grufman from M.V. Metallvärden AB, Stockholm was pleased to welcome the participation of delegates from Hungary and Bulgaria.
After the 2006 activities report by the President and the national delegations summaries on the scrap market situation in the EU, the EUROMETREC delegates discussed several issues such as the need for developing statistics, the preparation of a survey on the implementation of the WEEE and battery directives in the EU member states as well as the existing rules in member states with respect to cash payment and scrap deliveries by individuals.
Ross Bartley, technical and environmental director gave an update on various legislative issues and asked for actions from national member associations on the new EU regulation on waste shipment which will come into force on July 2007. In this respect actions were required regarding the confidentiality aspects of the information required by the regulation, the question of mixtures of non-hazardous wastes and the need to ensure appropriate answers to the EU Commission “note verbale” which had been sent to non-OECD countries.
The national federations also agreed to sign a common position paper on certain articles and definitions which were proposed in the new draft framework directive on waste whereas REACH was considered as an important topic for EUROMETREC members in conjunction with the work which was done on the end-of-waste in the context of Art 11 of the draft framework directive.
EUROMETREC members also decided to closely follow the progress of the EFR refinancing and restructuring plan particularly because of the double EFR-EUROMETREC membership of some national associations.
During the General Assembly the national delegations elected Mr Johan van Peperzeel from W.A. VAN PEPERZEEL B.V. company as EUROMETREC President.
